When Texas legalized hemp in 2019, the industry flourished. By 2025, it had become an economic powerhouse, generating $10 billion in impact, 53,000 jobs and hundreds of millions in state tax revenue. But that progress was suddenly at risk. Senate Bill 3 (SB 3) threatened to ban all hemp-derived THC products, a move that could have wiped out $7.5 billion in economic activity and cost more than 40,000 jobs overnight.
Working with Hometown Hero and the Texas Hemp Business Council, we knew the conversation had to change. Our first step was to make the numbers impossible to ignore. A comprehensive economic impact study was commissioned and promoted that laid out the stakes in black and white, billions of dollars and tens of thousands of livelihoods on the line.
At the same time, we mobilized voices from across the state. Farmers, small-business owners and veterans stepped forward to share their stories, showing lawmakers the real-world impact of the proposed ban. Through targeted op-eds, interviews and social media, we reframed the debate: Texas didn’t need prohibition, it needed sensible regulation.
The strategy worked. On June 22, 2025, Governor Greg Abbott vetoed SB 3, a bill that would have effectively dismantled the hemp industry, and called two special sessions to strengthen existing hemp laws. While a ban was averted, the Legislature failed to enact new regulations, prompting Abbott to issue an executive order directing lawmakers to develop a regulatory framework. With prohibition off the table, the industry continues to advocate for sensible safeguards that support both public safety and economic growth.
This victory was more than a policy win, it was a lifeline. Jobs were saved, businesses remained open and the industry gained a stronger voice in its future, proving the power of data-driven storytelling and strategic engagement.
